The most significant event in the history of the Provincial Council was reported from the Southern Provincial Council. In the second provincial council election held in May 1993, the People's United Front won 22 seats, the Democratic United National Front won 6 seats and the United National Party won 27 seats. Mr. Amarasiri Dodangoda of the People's United Front was able to win the Chief Minister's post after a fierce struggle. There was only one seat in majority.


Hambantota District Provincial Councilor Mr. Wimal Francisco, a member of the People's United Front, did not attend the meeting on the day of the budget for 1994 . It said the regime had lost the crucial vote to pass the budget. The budget was defeated. The rule of the People's United Front in the Provincial Council collapsed. The Provincial Council was dissolved. Due to this, by-election was held for the Southern Provincial Council on March 24, 1994.

The Third Provincial Council of the Southern Province was inaugurated on 08.04.1994 on the results of the by-election held on 24.03.1994 and on that occasion Mr. Leslie Mervyn Jayaratne was the Hon. Governor. Mr.Amarasiri Dodangoda was appointed Hon. Chief Minister. Mr.Mahinda Yapa Abeywardena served as the Hon. Chairman and later Mr.Neville Thesius Dharmapala Kanagaratne became the Hon. Governor, Mr.Mahinda Yapa Abeywardena became the Hon. Chief Minister and Mr.Gunasoma Wickramasinghe became the Hon. Chairman of the Council.


The term of the Third Provincial Council of the Southern Province ended on 07.04.1999. The ruling party, which was formed by the United National Party from 1977 to 1994, turned into People’s Alliance which came to power in 1994. This can be seen as a turning point in the democratic transition of power.

The Fourth Provincial Council Election of the Southern Province was held on 10.06.1999 and the Hon. Governor was Mr. Neville Theseus Dharmapala Kanagaratne. Mr. Mahinda Yapa Abeywardena has been appointed as the Hon. Chief Minister. Mr. H.G. Sirisena was the Hon.Chairman. Thereafter, Mr. Dasanayake Mudiyanselage Ananda Dasanayake and Mr. Kingsley Tissa Wickramaratne were appointed as the Hon. Governor respectively and Hon. Mr. H.G. Sirisena and Mr. Shan Wijayalal De Silva were appointed as the Hon.Chairmen respectively. The term of office of this Fourth Provincial Council ended on 05.05.2014.


Mr.Kingsley Tissa Wickramaratne and Mrs. Neranjala Pushpakumari Balasuriya were the Hon. Governors of the Fifth Provincial Council of the Southern Province which commenced on the results of the election held on 10.07.2014 and the Hon. Chair was chaired by the Hon. Mr I. Wijewantha. The term of the Fifth Provincial Council ended on 03.08.2009.

The Sixth Provincial Council Election of the Southern Province was held on 10.10.2009. Mrs. Neranjala Pushpakumari Balasuriya was the Hon. Governor and Mr. Shan Wijayalal De Silva was the Hon. Chief Minister. Mr. Mohan P. De Silva and K.A. Somawansa has been the Hon. Chairman respectively. The term of office of this Sixth Provincial Council ended on 12.01.2014.


The Seventh Provincial Council of the Southern Province was established on the basis of the results of the election held on 29.03.2014 .Mrs. Neranjala Pushpakumari Balasuriya, Dr. Hemakumara Nanayakkara, President Counseller Mr. Marshal Perera and Mr. Rajith Keerthi Tennakoon were the Hon. Governors respectively.


The Hon. Chief Minister was Mr. Shan Wijayalal De Silva and the Chairman of the Seventh Provincial Council which was dissolved on 10.04.2019 is still holding the post of Chair by Hon. Mr. K.A. Somawansa.Mr. Hemal Gunasekera also served as the Hon. Governor after the dissolution of the Seventh Provincial Council. Dr. W. Willie Gamage is the current Governor. The first meeting of the Southern Provincial Council was held at the Galle Municipal Council Hall. Then in the same year it was held at the Hilltop House in Galle and in the year 2008 a separate Council Secretariat building was established at Kalegana for the holding of Provincial Council Meetings in the Southern Province.
